StreamWriter は .NET や .NET Framework のクラスです。
VBA などから使える ActiveX オブジェクトのクラスではありません。

Excel VBA からの CSV 出力であれば、こういった方法を使います。

(1) ワークシートの SaveAs メソッドで CSV 形式を指定する
